Dear NETLIPSE member,

At the last Network Meeting in Bari we announced the SIG Procurement & Contracting meeting that will take place in Antwerp. This meeting is open to all NETLIPSE members and as such the SIG P&C kindly invites you to join an interesting meeting on the 16th and 17th of January 2012, hosted by one of our NETLIPSE members Jan Van Rensbergen (CEO BAM nv).

In order to improve mobility, traffic safety and quality of life in and around Antwerp, the Flemish Government developed a Master Plan 2020. This plan invests in new roads, tramlines, light rail, cycling paths as well as in projects to promote transport over inland waterways. The BAM NV organisation has been appointed by the Flemish Government to realise part of the Master Plan 2020, amongst which the public transport project Brabo 1. This meeting will focus on this particular PPP-project.

Brabo 1 is the first Public Private Partnership (PPP) for public transport in Flanders. The SPC (special purpose company) NV Project Brabo 1 obtained the DBFM-contract. Next to design, build and finance, the consortium will be responsible for maintaining the infrastructure for the following 35 years, within strict directives. The total investment amounts to EUR 124,5 million. The PPP-project is in a final phase now. Availability of the infrastructure is planned for March 2012 (Tramline Deurne - Wijnegem) and September 2012 (Tramline Mortsel - Boechout).

Our meeting will give us insight in the procurement phase as well as in the building phase. Some import issues dealt with along the way - the very specific impact because of the PPP-nature, the financial crisis in 2008, the institutional complexity on the public side, the loss of a building permit in the final phase of construction (decision of the Council of State), the impact on traffic and on the accessibility of the urban region, ...

Programme

• Monday 16th of January 2012 @ 14:00: introduction and site visit, presentation of the contractor
• Evening: informal get-together and dinner
• Tuesday 17th of January 2012: presentation/discussion with public parties; thematic discussions:
  • Brief introduction on the PPP-set up (strategy, important elements of the contract, risk allocation, …)
  • Presentation/discussion with the representatives of the public parties on the pro’s and cons of the PPP-project (project manager (BAM), administration, experts)
  • Thematic discussions (risk allocation, financing, procurement procedure, …) with experts from the public parties
• End around 16:00
